He says he is single and so am I, mails me regularly. We met only once and he travelled back home but I haven't forgotten him and I keep wondering if he just may like me too...in a relationship level.

If he likes you, he will call you. You will be able to tell in the conversations how he feels. You will sense if he becomes distant or if he calls less and less often.
As far as the status of your relationship, you can ask him how he feels, but realize that some levels of relationships require being in the same physical proximity at the same time. Keep a realistic level to your relationship. It can be heart breaking to get extremely close with only a voice on a phone and e-mails or mail to base it on.
If you both feel strongly for each other, no matter how long it takes, you could end up together, in time.
