In order to love someone, you have to know them well. This means having dated them for months and spent a lot of time with them in many situations. You can start off saying you love this and that about them.
If you're dying to say it, you're probably dying to want to hear it back, which isn't just cause for saying it. You'd better be ready to accept responsiblity for your emotions if she doesn't say it back.
Showing your love and having her feel happy means more than saying it.
