They use one pen to write each letter, and give a pen to the people that made the legislation possible, the legislator that sponsored it, perhaps the person who it's named after, etc. The president's party pays for the pens, so there is no cost to the tax payer.

Because they love to waste money. They give the pens as gifts after they have signed something with them. Makes me sick, just use one pen and forget all the gift-giving I say.
