Yahoo parental controls are pretty good, it only allows access to certain sites, IM & emails and requires child to request permission to new ones. Even if the childs intensions are good and they have been taught what to do, one wrong keystroke can have them on a porn site they can not get off of.

there is this one thing called track eraser, it keeps a log of all the sites she's on, but if she finds it the log can be erased, but most types of internet have a built in parental control option somewhere in the main menu bar at the top of the internet window. im not exactly sure as i havent changed it in a while but as far as i know its up there, and it does everything that you want, and also if you have firewall or security software (virus detector) you can set the internet running times on there

There are very simple attachments that plug into the back of the PC. Sorry forgot what it's called.. They can be found on the web.

Maye you could rig something fake and tell her she is being tracked.
If you do anything, tell her. Do you want to trap her, or prevent it?

Think of "speed traps". Do the police want to prevent speeding and accidents, or do they want to "trap" speeders?
