For instance, I have a broadcast quality video signal that I need to modulate and send through a distributed co-axial network that can then be translated by de-modulators in standard (PAL) televisions and videos etc. What equipment do I need, where can I get it, and what sort of cost am I looking at?

If you are going to broadcast on a return feed of a coax system, you will need a T-channel modulator, a T-9 modulator(19Mhz). Cost $100 for good used one, cable co have them in junk piles, hardly use them anymore.
The receive end would require a processor that would accept the 19Mhz input and process it to specific output channel

Video Modulators are available that take video via composite or S-input and modulate up to TV frequencies. These are available in North America from Radio Shack for about $20 American. But it sounds like you may be in Europe since you mentioned PAL, and I don't know what is available there. Though the Radio Shack unit may be independent of format (NTSC vs. PAL) and just modulate the baseband signal from whatever format, meaning that you could use it for your application.
