I want to know about "Instaleer file". Why can i make it in DOS env. ?

For example lide Turbo c++ IDE has a istaller file named TC.EXE. While we execute this file then it create a directory and that contain many files. Si tell me why can i make it in DOS. And please provide me an example program.
