Windows XP Tablet Edition is just XP Professional with some enhancements like handwriting recognition. Did you get this tablet used with no OS? You might want to visit the website of the manufacturer and download the drivers once you have installed Windows...your issue is likely a driver issue.

Did they provide you recovery discs, try them, if its a compaq or hp manufactured 2006 and+, they include a recovery partition. You have to press a key during startup, usually f10 or f11.
Otherwise, buy Windows XP Professional and follow instructions just as they appear in http://www.windowsxpprofessional.windowsreinstall.com/sp2installxpcdnewhdd/index.htm
