Do you trust him and is this a continuing relationship? Some guys will have a bet and use the panties as proof that they had success with you to win the bet. Or maybe they just want to brag with their friends and use it as evidence.
I don't understand why you are not directing this to men also, to understand the male motivation for this request.
My gf washes her panties and then hangs them in the bathroom and I have to put them away so other girls don't see. For me, the fewer panties around, the less trouble.
