I wish I knew more about velvet but, my answer hinges on one thing:

Is your couch water-safe? I mean, if you spilled water on it, would it ruin it?

Cause I use this stuff called Approach and I use it on my furniture and stuff constantly. It's water-based so like, I can't use it on anything I have that's silk, but I can use it most other places, even leather. So if you can spray/pour water on it and not ruin it, definately use this stuff. It'll eliminate pretty much any odor you have.

Go to www.approachit.net and give it a shot. Works miracles for me.

Nature's Miracle takes about two weeks to work. It is an enzyme that brakes down the urine. Try again and then in 2 weeks if the smell is still there apply more. I had that problem with carpet and it took several weeks before the odor was finally gone. Good Luck!

Nothing holds an especially bad odor like velvet. You will have to reupholster, as all the products I ever used on velvet only increased the bad odor.
