What is sub-sea engineering and why is it important?

I think it is just underwater engineering. For example drilling for oil under oil riggs or perhaps more importantly laying cables and pipes for transporting oil, gas, electricity, information etc. I think this also includes rescue/recovery of ships and submarines which have sunk.

Engineering geared to build beneath the sea. Sub-sea building has many different needs. Different stresses, pressures and such.
