He is exploring your boundaries. You need to be very firm and tell him that his actions are very disrespectful and display very poor manners. Be very firm with him and make him understand that he MUST respect you or he will damage the friendship.
He needs to understand that it is very inappropriate to touch anybody on the breasts and in the crotch area unless he is married to them and has their consent.
