You don't unless you file suit and request a subpeana. Unlikly, as the judge doesn't need it to decide in your favor, if justified.

Your only true hope of recovery is in small claims court. If you can prove the debt and your friend's neglect of payment you can win a judgement against him.

Weigh the costs of going to court vs. the amount of the debt and decide what's best.

suggest payment arrangements. a little at a time is better than nothing at all. you could charge interest.
