It's pretty easy to ask a question, it's more difficult to ask a good question. Most questions here aren't seeking information. They are rhetorical questions- the questioner is trying to give a lecture or make a point and doesn't care what others really think. It's easy to ask such a question: just type up a little essay or give a slogan you believe in and then ask "am I right?"
But it's tougher to ask a real question. Partially because most of us are self absorbed and don't really care what others think. But a big part of it is that in asking a question we really have we are often exposing ourselves. We are admitting there's something we don't know or that we are unsure about. Many think of that as weakness. Many will mock us for our ignorance if we do that. When you care about the answer, all the routine or sarcastic or angry answers will actually hurt or annoy more. You really want to know something, not hear rote responses or abuse.
It's tough to ask a question well, but when people do it they deserve respect and even admiration. It doesn't seem to happen often.

Depends on who you want to ask and what the question is. Sometimes it's very difficult to ask things that we feel will reveal our weaknesses or our most personal thoughts. Sometimes we are just afraid of the answer. Often just the act of asking can send the message that we are at a disadvantage because we don't know. Yet if we don't ask we will never learn. So many times I've heard that old phrase "there are no dumb questions". I guess that's true when you think about it.
Just be sure you want to know before you ask. And really listen to the answer.

It depends on the question . If you are trying to ask someone if they like/love you , its difficult because of possible rejection.

as far as the question makes sense,you can always ask one.

Because some people are rude and won't cut anyone any slack. Even if you have perfect grammar you still get smart a** answers.
