Well you are half way their because you were born of water, in the flesh from your mothers womb. and you were born to death because of sin. To be born of the Spirit is to be born again by recieving Jesus Christ as Lord and Savior.

1Pe 3:21 which figure now also saves us, baptism; not a putting away of the filth of the flesh, but the answer of a good conscience toward God, by the resurrection of Jesus Christ;

you see water baptism doesn't save, but it is a command as a profession to all that you are submerged with Christ and become a new man.

If you needed water baptism to recieve the Holy Ghost then why Didn't Cornelius get water baptised first before he recieved the Holy Ghost.

Acts 10:44 While Peter was still speaking these words, the Holy Spirit fell on all those hearing the Word.
Acts 10:45 And those of the circumcision, who believed (as many as came with Peter), were astonished because the gift of the Holy Spirit was poured out on the nations also.
Acts 10:46 For they heard them speak with tongues and magnify God. Then Peter answered,
Acts 10:47 Can anyone forbid water that these, who have received the Holy Ghost as well as we, should not be baptized?
Acts 10:48 And he commanded them to be baptized in the name of the Lord. Then they begged him to stay certain days.

The man was asking about entering the kingdom of heaven, and Jesus said these words. The man asked how would I get back into my mothers womb?

Jesus was explaining to the man that he had already been born of the water (fleshly birth), he must now be born of the spirit. Hense his other explanations of baptism, when he said , ye must be born again.
In the old testament, there was the baptism of repentance that John the baptist was doing at the water, when Jesus came to be baptized, but this baptism need not be done after the death and resurection of Jesus, as was explained by Jesus after his resurection when the apostles were explaining this very thing to new believers that were asking why they had to be baptized again, as apollos asked.

For some people this happens at the moment that they accept Jesus into their hearts, for me it happened at my actual baptism. I was baptized simply to show outwardly what I had accepted inwardly, but the spirit came upon me after I rose from the water.

It was wonderful, and so amazing and I have only felt it once since then, at a very low point in my earthly life.

Born again of the water represents Baptism.
Born again of the Spirit refers to the Baptism by the Holy Spirit. Both are spiritual oriented. This is after accepting Jesus as your personal savior and Lord.

Jesus answered him, "Truly, truly, I say to you, unless one is born anew, he cannot see the kingdom of God." (John 3:3) If you have not been born again, you are not only unfit for the kingdom of God, you are cheating yourself out of the greatest, the most revolutionary experience known to man.
This new birth is an eternal birth. The Bible says, being born again, not of corruptible seed but incorruptible seed, by the word of God, which lives and abides forever." (1 Peter 1:23) Our physical birth in life is ended when we die; but if we have been born again death becomes the brite threshold of eternity.
Therefore, if anyone is in Christ, he is a new creation; the old is gone, behold the new has come. (2 Corinthains 5:17) before being born again, in our old nature our thoughts are filled with deceit. Our mouths are filled with cursing and bitterness. The old nature with its deceitfulness, and its depravity, and its wickedness must give way to a new nature. And this is exactly what God is ready to do. od says," A new heart also will I give you, and a new spirit I will put within you" (Ezekeil 36:26) A new birth is something only God can do, and He will do it For you.

Being born again was reference to the fact that we are all born of water from our mother's womb, and that we must be born of the Spirit if we are to be born into the kingdom of God and that comes with Conviction of the Spirit as to if we will accept Jesus Christ as our personal Savior or reject him; being he is the only means by which we can enter the kingdom of God and spend eternity in heaven.

There are two common ways to interpret that passage. Both of them include being born again by the regenerating power of the Holy Spirit whom Jesus said He would send to dwell in us.

When it comes to the "water" part, one school of thought says that this means our first birth from our mothers so Jesus was saying you have to first be born from the water of your mother and then born again by the Spirit.

The other interpretation says that the Word of God is the water that leads someone to be prepared for the rebirth of the Spirit.

Ephesians 5:25 Husbands, love your wives, as Christ loved the church and gave himself up for her, 26 that he might sanctify her, having cleansed her by the washing of water with the word, 27 so that he might present the church to himself in splendor, without spot or wrinkle or any such thing, that she might be holy and without blemish.

A less favored interpretation says that water refers to the act of water baptism but most main stream Christian teachers don't accept that interpretation because it would mean that a person had to be baptized in order to be saved and that is considered to be a false doctrine.

This is a reference to John chapter 3 1-10
Now there was a man of the Pharisees named Nicodemus, a member of the Jewish ruling council. He came to Jesus at night and said, "Rabbi, we know you are a teacher who has come from God. When you were born as a baby there is water that passes through the birth canal and a baby is born. Being born of water represents the human nature of sinful man. This water birth brings sin and death by sin with it. Being born of the spirit means that you have been rebirthed by your decision to follow Jesus Christ as Lord and Savior. The spirit of God indwells all believers teaching them the truth of God as well as directing them and guiding them into all truth. The Holy Spirit is our corrector, as well as our instructor. I know it is very confusing but for those of us who believe in Jesus it is easy. I hope this answers your question as well as others.

You must accept Jesus as your savior. Water represents (baptism) clenses of your past sinful life, and renew your spirit and live a life for God.
