You don't; you buy one. Making photovoltaic panels is a hi-tec industry. It uses similar technology to microchip manufacture. Everything has to be super-pure and super-clean. Manufacturing facilities start off at around $2 billion and require the skills of many different specialists. The good news though is that costs are rapidly coming down. I remember back in 1962 when Telstar, the first geostationary telecoms satellite that allowed transatlantic TV transmissions, was launched, it used the same photovoltaic panels as a $2 garden light does today. Telstar was the only application that could afford photo panels. They cost millions back then.

I don't know if you can make it cause it's a pain in the a$$ but you can certainly buy them. Just now they just discovered a way to make them 50% more effective, and they're just about to make them into actual shingles. You do need to make an investment because they're not cheap.
For your power bills, get a ceiling fan. It will regulate your AC temperature.
