can someone swear a complaint on u saying they saw drugs in u r possesion?

Why don't you STOP with the drugs and maybe that won't happen.

Anyone can allege ( "tip" ) police of seeing you in possession of illegal drugs. Most of these "tipsters" are anonymous; others are well protected by police as "rats" (who get discreet 'special attention' from police, given their tips are correct--which itself is rare) and very few come forth telling police who they are.
But it really comes down to police PROVING the tips are correct, regardless how many tipsters allege such things.
However, due to the "pending / ongoing investigation" into such allegations, doubts exist you will find out whos saying such things to them about you.
