on the record it has sworn complaint 1,2 on one date then the charges on another date. no arrest was made and the person didnt know anything about the charges??

Sometimes the court system are supposed to serve court papers for a person to show up in court and they never get served and if a complaint was filed and this person did not show up they may still get charged and may even have a warrant out here is a site to check out and do more research if link doent work let me know and contact me and I will get another one to the same site

There may be a sworn complaint, and there may be charges. But if the district attorney didn't want to take the complaint and prosecute the person, then he walks.

First off, is this in the United States? Or if it is in Europe or Canada, the laws are completely different.

I think that the District Attorney probably thought it was too petty to bother with. Or he didn't have enough evidence or something else.
