Because it was decided that our capital should not be in any state. Because that state might get preferential treatment from congress.

Did you just watch the Colbert Report by any chance?

It was made a federal district to prevent states from feuding over the location of the nation's capital.

Turns out it was also to make sure the location was neutral, since issues like slavery made states very different.

It was also not a state to prevent the country's capital from seceding from it's own country. That would be bad. ;)

so no states can take advantage of being the capital. since the states have their own voices in Congress, they thought it would be unfair for one state to be given special consideration. so they borrowed land from three states and partitioned it off to be its own city. Like the Vatican.
if DC was a real state, it would have its own Senators and everthing, which would defeat the purpose of it being neutral. so it's just a district.
