I'm sorry to burst your bubble but no he wont beat anyone at 147 or 154, he has been on the verge of getting KOd in his last few fights, How Torres never finished him i don't know, i think Cotto is overrated and if he moves up he will definitely get knocked out and end up moving back down, sorry if you are a Cotto fan but i just answered the question honestly in my opinion.
And to the people who answered Hatton and Margarito did you misread the question.

hell no cotto cant any good boxer on the 147 and he would very easily loose in the 154 which is not his weight he should fight in.i think that he wont even beat margarito.the 1 that can beat him is floyd mayweather
