When people are always up to no good they know that there are people whom they've done wrong to that want to get revenge and so they become paranoid.

When someone has a clear conscience before God and men they don't make enemies and they trust in God to protect them from those people who might attack them.

The angel of the LORD encamps around those who fear him, and delivers them. Oh, taste and see that the LORD is good! Blessed is the man who takes refuge in him! Oh, fear the LORD, you his saints, for those who fear him have no lack! The young lions suffer want and hunger; but those who seek the LORD lack no good thing. Come, O children, listen to me; I will teach you the fear of the LORD. What man is there who desires life and loves many days, that he may see good? Keep your tongue from evil and your lips from speaking deceit. Turn away from evil and do good; seek peace and pursue it. The eyes of the LORD are toward the righteous and his ears toward their cry. Psalms 34:7-15

The timidity of the wicked. Quick succession in the government of a country is a punishment to the land. Of the poor who oppress the poor. The upright poor man is preferable to the wicked rich man. The unprofitable conduct of the usurer. The prosperity of the righteous a cause of rejoicing. He is blessed who fears always. A wicked ruler a curse. The murderer generally execrated. The faithful man. The corrupt judge. The foolishness of trusting in one's own heart. The charitable man. When the wicked are elevated, it is a public evil.

Chapter 28
Verse 1. The wicked flee
Every wicked man, however bold he may appear, is full of dreary apprehensions relative to both worlds. But the righteous has true courage, being conscious of his own innocence, and the approbation of his God. The unpitious fleeith." This word is often used for impious, wicked, ungodly; hence it appears that our word pity anciently meant piety or godliness.

It has to do with the human mind. For example when a cop gets a call that someone has robbed a store they will look for someone running away the righteous walk along bold as a lion not caring if a cop is driving toward them.

This sounds like one of the generic wicked vs. righteous contrasts found throughout the book of Proverbs. These are intended to uphold what is good and discountenance what is bad. That's all. If you really want to understand this one better, skim through the middle bulk of the book of Proverbs and list all of the times a generic "Good is good, and bad is bad" type of Proverb is included. They're not terribly profound, but they have helped a lot of people throughout history.

I think if it's different and can't be handled. Meaning somethings will come along in life that people will see or experience in their lives that they will feel is different and can't be handled in a humanly way. And since they can't see that God is the answer then they run from it because their eyes are blinded by the wickedness of life. But the righteous will recognize it and stand up against the abnormal and challenge because they know who's got the power to defeat anything.

It has to do with fear. The wicked fear consequences from their wickedness - so they run for no reason (no man pursueth). The righteous, however, have nothing to fear, so don't run and are instead bold as lions.

The concern with that is Osama could be considered 'bold as a lion' as he believes what he is doing righteous.

those who are up to no good feel as if they have to be on alert, ALL THE TIME, even mildly paranoid...("I always feel like some body's watching me...) because they're afraid of being caught. but the righteous, ( those who follow God's Will and Law) have nothing to fear, therefore they are bold in their right standing in the Lord. ( this doesn't mean they feel free to commit crime.

if this means that evil people get away with things when people are too cowardly to do anything about it. but good people will take the evil ones down like a lion, then i totally agree. all throughout history cowards let bad people do horrible things.... but maybe i have no idea what this even means lol.

I think that it means, all who practice evil and are dishonest in their ways are cowardly and have no consince, but those who are honest and righteous have nothing to be afraid of so they are strong and bold.
