Police can only do so much. It's the parents. And unfortunately, a lot of black men (not all) have made babies and left them to be raised alone, by single working mothers. Therefore, these children are raised by the streets. Also, the influences of rap, media and the vicious cycle of crime and gang violence, makes being a criminal a big status symbol. What can we do? It's hard to say. Be better parents, set rules and boudaries with our children, know who are children hang out with, discipline them..... I think crime is going to get much worse in large cities before it gets better. Look at Philadelphia for instance. The murder rate there is out of control. And, that city has 100s of social service programs for at risk youth. Are the programs effective? Not really. Many at risk youth in Philly have fathers that are incarcerated, and they head down the same path.

Aside from running away from home or going Postal, I don't see much you can do.
The problem, as I see it, is a complete lack of discipline. None in the home, none in the schools, the police are stymied, and the courts release anyone not convicted of a mass murder where some of the victims were considered VIPs. I don't know about your state and the laws you live under but in my state, you are more apt to go to jail than the criminal if you try to do something.
My only suggestion is to become a hemorrhoid. If you and a few of your neighbors can become a royal pain in the A$$ at every City Council meeting, and every town hall meeting and every other meeting you can think of, the people in charge may actually do part of their job just to get some peace and quiet. The thing is you will need a small core of neighbors willing to go the distance. One meeting simply won't do it. If you are persistent, in a year or so you may start to see some changes.
I sure wish you all the luck possible, I have experienced things similar to your problem and it is very frustrating.

Contact your local police department about a neighborhood watch program. Most departments are quite happy to have its citizens get involved and will send an officer to meet with your group and talk you through what you can do to help.

The biggest problem is that people do not speak up. they see the crime and are afraid of retribution. It hurts the community in the long run.

Neighborhood watch, if you can get your neighbors to help and if they are as sick of it as you it could be a very good thing. Good luck getting people together.......but I don't know how much as an individual you can to do to make a real difference, good luck
