An "atta boy!" is when your boss thinks that positive reinforcement will actually mean something to you and offers you some lame praise instead of a raise.

It is a phrase that means you did a good job. It is given from a superior to an inferior (as a man would reward a dog or a very young boy after doing something well).

It is not an insult, just a bit paternalistic.
