The mom is giving the baby nourishment, comfort, and is bonding all at the same time. They look to mom for that connection, to make it as pleasant and relaxing as possible. I think it is one of the sweetest things in the world, to look down and see your baby being fed from your own body, so happy to be getting his little tummy filled and his needs met, and knowing that you are the one providing it through what you have naturally.

Besides, when they are nursing where else are they really going to look that is interesting to them?

Babies don't see well, and are attracted to contrast (black and white are good nursery colors, not pink and blue). If a baby's attention is drawn to a person's face, s/he is likely to look at the eyes, the area of greatest contrast.

When I breast fed my children, they looked at me, I think, because the feeding position didn't give them much else to look at. Given a choice, I think they'd have chosen a rotating ceiling fan instead!
