"Unlike true big cats, cheetahs can purr as they inhale, but cannot roar. By contrast, lions, tigers, leopards, and jaguars can roar but cannot purr, except while exhaling. However, cheetahs are still considered by many to be the smallest of the big cats."

So I guess it's cheetahs. Lions cannot purr.

only small cats can purr. big cats(lions, tigers, leopards, jaguars cannot) the biggest small cat is the puma, i think cheetahs can purr also, but the biggest pumas can weigh250lb, cheetahs max out at 150lb
