Regularity is something that occurs , or is done within a given time frame. A regular customer may come into a restaurant daily but not at a fixed time more than every day.
A person shows punctuality by arriving for a meeting on time arriving a few minutes early is acceptable but you must be there at a particular fixed time .
Other examples are Old Faithfull Geyser in Yellowstone Park. It exhibits regularity by erupting every 40 to 70 minutes. It has no fixed time it will erupt. Still it is known it will erupt within a given period. My alarm clock is exhibits punctuality by waking me at precisely 7:30 am on weekdays.

Regularity refers to a system of doing something on a regular schedule, for example, having regularity in your work schedule could mean you work every Monday and Friday on a repetetive basis.

Punctuality refers to being on time. If you're punctual at work, that means you show up on time or on schedule -- though not necessarily regularly, or at the same time every week.

Both regularity and punctuality make for a responsible person: not only do you show up time after time, you also show up ON time.
