There are many ways to cut out images in Photoshop (i.e. - Extract Tool, Magic Wand, Pen Tool, etc.), but since it sounds like you might be a beginner, I'd suggest using Quick Mask.
And as for animation, you can use Photoshop along with ImageReady to animate your two pics. There are links below (one for a tutorial for Quick Masking and one for a list of tutorials on basic animation) that should help you out.

Make a duplicate of the image (so you have a back up if you screw it up or still need to use it for other things) and make it hidden. Use the pen tool to outline something (see link for tutorial), right click and tell it to make selection. Go up to select (or whatever your version calls the drop down menu) and tell it to invert, then hit delete. You should get just what piece that you want.
For ImageReady you need to make an image for each frame/movement. Only do the necessary ones as you can reuse them, like if you made someone wave, you would just make maybe two or three frames and repeat them in ImageReady to make the affect. Use the "jump to>ImageReady" feature in Photoshop so it will open up with those images.
After you set up all the frames you want and set the time length of each frame, tell it to "Save Optimized As..." and save as Image only (unless you want the html to).

Like she said, theres the crop utility. I don't use Photoshop but it's usually labled as freehand ( to select by dragging the mouse) or magic wand ( or something like that, which automatically selects objects as best as possible) in most programs

I would use the magnetic lasso to trace whatever you are wanting to use and copy, then paste it into whatever you want. Right click and choose free transform to move the image to wherever in the picture.
There is probably an easier way. But that's all I've found so far.

select the layer the person is in
> select the pen tool
> with path option selected in the tools options menu draw an outline around the person
> loop the path
> right click
> make selection
> use feathering if required (ctrl + alt+ d & enter value)
> ctrl + c - copy
> got to the image were you may have to paste it
> ctrl + v - paste

to animate u need animationshop go to corel.com and for the cutting u crop it until the person is out
