I mean.... when i say one, it barks once. When i say two, it barks twice, etc....

Well believe it or not you can!
I had a dog growing up that was given to me, he had been sent to obedient school. He knew many tricks, and some of which were things written on paper that he would bark about.
Too many details to give it all, but the point is, I eventually taught him to count to 6 "in barks" and to bark words up to 3 syllables.
BE CONSISTENT.
I would say "Jason say one, and I would bark" over and over and over and over. MOM SCREAMING AT ME TO SHUT UP!
I did this until I taught him to count to "in barks" and to bark words up to 3 syllables. Needless to say MOM ABOUT POOPED ON HERSELF THE DAY I BROUGHT HER OUT AND TOLD HER TO SIT DOWN, "SHE WAS STANDING" UNTIL I GOT HIM TO COUNT TO 6 THEN SHE WAS SITTING, AND BY THE TIME I HAD HIM BARK OUT "ME" "MAMA" & "IMOGENE" SHE WAS FLOORED! Now I had a head start because the dog was grown, highly inteligent, and had already been taught a lot in schools.
BUT IT CAN BE DONE! That was over 20 YEARS AGO.

Yes it may be hard to believe but it's the God's honest truth, and anyone who knew my dog from my hometown can verify that as a fact. Many hunters begged to buy him from me, but never!

BUT ONE THING IS FOR CERTAIN. YOU CAN TEACH THEM, AND NEVER UNDER ESTIMATE A DOGS INTELLIGENCE.
MY BROTHER HAD A MIXED BREED THAT WOULD SAY "AND YOU COULD UNDERSTAND HIM" I LOVE YOU.
I also seen some on T.V. do similar things.

They wont ever be able to learn to count. however you can try putting out pieces of paper that say 1 or 2 and teach him to figure out which one is 1 and which one is 2.

The best approach would be to use base 8 instead of base 10, since they don't have thumbs.

Most people can't count. a dog would be a challenge

I'm not sure it's possible, but all I can think of is lots and lots and lots of repetition!

USE HIS FAVORITE TREAT AND SHOW HIM WITH HIS PAW HOW TO COUNT. TAKES ALOT OF TIME BUT GOOD TEACHING TAKES TIME.
