but if the devil is the most evil> Why would the worst people endure the most torture, and the less evil people would endure less torture when the ruler loves evil> Wouldn't the most evil people be treated better because they are his children? and the less evil be tortured worse because they are not an asset to him?

People say mean things, like "there's a special place in hell for you", to make themselves feel better. This isn't some sort of scripture or dogmatic point that can be used as a religious canon.

Dante's Inferno probably helped bring the idea of different levels of suffering based on sins committed into cultural acceptance as the norm.

You have a story book idea of the Devil and Hell. The Devil doesn't own hell, run hell, or choose who goes or what happens there. He isn't even in hell. Hell is a waiting place for the damned before they along with the Devil are cast into the lake of fire. Right now the Devil is doing what he did back in the book of Job. Roaming around the earth looking to kill and steal and cause people to blaspheme against God.

Job 1:7 The LORD said to Satan, "From where have you come?" Satan answered the LORD and said, "From going to and fro on the earth, and from walking up and down on it." 8 And the LORD said to Satan, "Have you considered my servant Job, that there is none like him on the earth, a blameless and upright man, who fears God and turns away from evil?" 9 Then Satan answered the LORD and said, "Does Job fear God for no reason? 10 Have you not put a hedge around him and his house and all that he has, on every side? You have blessed the work of his hands, and his possessions have increased in the land. 11 But stretch out your hand and touch all that he has, and he will curse you to your face." 12 And the LORD said to Satan, "Behold, all that he has is in your hand. Only against him do not stretch out your hand." So Satan went out from the presence of the LORD. 13 Now there was a day when his sons and daughters were eating and drinking wine in their oldest brother's house, 14 and there came a messenger to Job and said, "The oxen were plowing and the donkeys feeding beside them, 15 and the Sabeans fell upon them and took them and struck down the servants with the edge of the sword, and I alone have escaped to tell you." 16 While he was yet speaking, there came another and said, "The fire of God fell from heaven and burned up the sheep and the servants and consumed them, and I alone have escaped to tell you." 17 While he was yet speaking, there came another and said, "The Chaldeans formed three groups and made a raid on the camels and took them and struck down the servants with the edge of the sword, and I alone have escaped to tell you." 18 While he was yet speaking, there came another and said, "Your sons and daughters were eating and drinking wine in their oldest brother's house, 19 and behold, a great wind came across the wilderness and struck the four corners of the house, and it fell upon the young people, and they are dead, and I alone have escaped to tell you." 20 Then Job arose and tore his robe and shaved his head and fell on the ground and worshiped. 21 And he said, "Naked I came from my mother's womb, and naked shall I return. The LORD gave, and the LORD has taken away; blessed be the name of the LORD." 22 In all this Job did not sin or charge God with wrong.

Revelation 20:10 and the devil who had deceived them was thrown into the lake of fire and sulfur where the beast and the false prophet were, and they will be tormented day and night forever and ever.

First no person quite be attentive to what "hell" is like, till you have been to the real Hell, it quite is a small city, in southern Michigan. That aside, the fire, and so on. is merely guy's thought. that's merely a manner of attempting describe a place it quite is different than for God. As to good judgment. try this. Love isn't love till it facilitates one to be loose even of the single doing the loving. If anybody should be freed from God, they could. the only place the place God isn't, or a minimum of the only place the place a individual does no longer word of the presence of God interior the afterlife is stated as hell. I had a ingenious and prescient of hell as quickly as in a dream. and you're good, no rational individual could ever prefer to circulate there. it seems to me to be a place of entire vacancy, different than for each little thing, anybody or maybe God. And in this isolation there's a feeling of panic and urgency to get out of the region, yet no way out. i does no longer choose it on even Hitler. i'm hoping this facilitates.

Because the evil are more effective on earth, where they can mess with God's plan.

Once they get to hell, there are of no further use to the devil, and since they have traded their soul for short-term gains over eternal life, the devil (who owes no loyalty to anyone) is now free to make them suffer for believing the lies he told.

Besides, there is always fresh talent at the ready.

the devil is subjected to God's punishment in hell (after the judgment) the devil doesn't have as much power as people think. Only as much as each individual gives him. Ne way, they all suffer and it's God inflicting the punishment after these people had lifetimes to decide on what to do.
