Using Photoshop, how can I make part of a photo blurry?

Say you have a photo, and you want to blur out a sign in the background, or someone's face to avoid recognition. How can you do this? Is there a tool in the box? Gracias!

Use your selection tool to select the part you want blurry, then go to Filters, then Blur, and adjust the controls to be as blurry as you want it.

Use a capture tool (such as the lasso) to capture the area you want blurred. Now, when you use the BLUR tool, only that area is blurred.
