Maybe they are part of the Latin Kings and the air freshener is a sign to stay away from them.....like a code or warning....

in my town they like the lil cowboy hats and the cardboard mother mary's and i have seen the crowns to though

They don't have kings, they have corrupt presidents, like we do here....They are just more overt about it, they don't hide, its all in the open..
