The context is Gentile world unbelief.
In chapter 1 God tells us he reveals himself to people via the heavens which we can see. In chapter two the theme is God revealing himself to people via their conscience.
Chapter 3 is how God reveals himself through Jesus Christ.
Back to Chapter 1. Those verses are indicative of men and women who refuse to acknowledge God as whom He has said he is. Persistent unbelief results in a hardened heart, which in turn leads people to a pursuit of self. Self run rampant leads to some or all of the traits displayed as a laundry list of sin. The final verse (31) says a lot, that even though they inwardly know there is a God, yet they persist even to the point of death, and approve of others who do as they do.

I looked at Romans 1:21-35 to get a little more on this part. It looks like these people just decided to go their own way and god said, "So be it". God knows that at the end they will pay. What's it mean today/ If you diced to go away from God, he will let you do what you want and they he will pay you back in the end.

As it happens, Romans is one of 66 of my favorite books.
The passage you cited as you know has direct reference to humans disregarding the natural use of their bodies (sexually) and following after their own lusts.
It is important to note that the whole passage from 1:18-1:32 should be read in it's context. In doing so, you'll see that the problem of sin here begins with "men who suppress the truth in unrighteousness"(vs18) which moves to knowledge of God but denial of Him, then idolatry, (vs23).
God clearly explains that there is a consequence for this behavior. Simply put, separation from God for Eternity.
But it doesn't have to be that way. For us today, we need only look to the Savior. He is able to save us from the darkest sin.
As someone once said, "God's grace is greater than our sin"

This is a pretty good description of how society is today. God gave us free will and if we choose not to look to him and follow him and obey his commandments, he will remove his hand from us that gives us knowledge and leave us to become the below description
