Its my first time cooking fish and I let it sit in the sink defrosting but its been an hour and is still frozen. So i looked online and all of them say you shouldn't defrost in room temp as bacteria multiply quickly this way. I put the fish in the refrigerator to finish defrosting but I'm wondering is it still ok to eat or will I get food poisoning or something?!

If it has only been an hour, you're still OK since there has not been sufficient time for significant bacterial growth. You need to get it cooked soon, though. Put the fish in a sealed plastic bag and place it under a slow trickle of water. The moving water transfers heat more efficiently and the kinetic energy causes faster thawing than submersion. Turn every couple of minutes and you should be ready to cook in about 10-15 minutes.

If if is still frozen (hard) and has only been defrosting for an hour, and the outside edges of the fish is still frozen, I'd eat it...should be ok!

You'll be OK.

Fish has a lot of waterborne bacteria. Freezing the fish will impede the growth. Thawing the fish will start the growth again, but most likely not in harmful levels.

When I have frozen fish, I put it directly in the oven from the freezer. The last 10 minutes of cooking, I put the spices or marinades on.

Technically you shouldn't let it sit like that at room
temperature. I do sometimes and as long as I cook
it well, I haven't had any problems. It will grow bacteria
but usually not fast enough (and the right kind) to make
you sick.

If it's already cooked, that's fine.
