First, I would suggest getting a scale ruler: they tend to simplify matters. Or AutoCAD...
Your scale is: 1 foot in real life equals 1/4 inch on the page. You just have to multiply the number of feet you have in your measurement by the scale factor ie: 1/4.
4'5" equals 4.417 feet (not 4.5 feet!) (53 inches divided by 12)
Therefore your measurement on paper should be 1.104 inches. To figure out the .104 in a real measurement, mulitply by 32 to find out how many 1/32 of an inch it is (3.3).
Your 4'5" in real life is therefore about 1 - 3/32" on the page in a 1'0"=1/4" scale.

If you mean a quarter of a foot, or three inches, it's easy. Lay out your four foot measuring device (48 inches) and use the five inch device to succesively subtract five inches from that length nine times (5*9=45). The remainder is three inches; a quarter of a foot.

She's perfectly fine. I reserched it on the internet and it says she's a healthy weight. :) But I need help, I'm underweight. I'm 12 years old 5"1.5 and only 80 pounds. I eat a reasonable amount, but I just don't gain. :(
