Even amateur racers, stock car, drag racing, midgets, etc. have a good understanding of what a car can do, and how fast it can do it. Yes, it improves your driving skills. You know when you can take chances and when you shouldn't. Your reactions are usually better too.

Race car driver's are professional drivers that understand their car at a much higher level than the average 16 year old. So yes, when you drive at high speeds for a living you are going to be a good driver on the road.

Yes it does - race car drivers are better trained to deal with emergency situations and how to watch events around them to predict when things might affect them. The also know the dangers of driving without protective equipment, such as seat belts, airbags, etc.

Not necessarily. You might have more refined skills with respect to reaction time, but there are a lot more dangers on the public highways than there are on controlled race courses and you're dealing with the general public who's driving skills range from great to very scary.
