1) Travel to an English speaking country and stay there for a year (or more, if possible). Your English will improve 20 times faster with this method compared to any other method available. Why? Well, you will be required to speak English, and your opportunity to practice your language skills on random passer-bys will imcrease exponentially.
2) Get a boyfriend or girlfriend that speaks English.
The other methods available to you have been mentioned.
However, I will add one thing: tie your English studies to things you are already interested in or passionate about. For instance, if you love reading about airplanes, try to read some book about airplanes in English. If you really love coffee, read some books about coffee in English. If you really like art, try finding movies in English on the subject. If you love music, try to learn Western/ English music. If you keep your studies personally relevant in this way, you will retain your vocabulary, and not costantly lose what you learned the previous month.
More examples of keeping your studies personally relevant:
Try to find histories of Mongolia written in English. Try to find movies (in English, of course) about Mongolia. Try to find books written in English about the culture, art, and geography of Mongolia.
Also: do not be afraid to start small: reading children's books in English is actually very good practice (even for English native-speaking adults!) ! I can recommend Dr. Seuss books.
Good luck!

A decade ago to learn English, you had to attend costly English classes or purchase course material like tapes and books. Now you can learn English for free from the comfort of your home using the internet. The BBC and the British Council offer a number of online courses which teach written and spoken English. You can also improve your English by watching television programs and reading English newspapers. For more information, visit http://tinyurl.com/qnzpt

The immigrants I know say that English television has helped them the most.
Spoken English and written English are pretty different. If you want to learn to speak English, then I would not spend too much time with books. I would listen to radio, tv, Movies in English with subtitles you understand.

Keep studying and try to only speak english all the time as much as you can. Watch english tv programs and repeat all the words they say even if you don't understand them, then write down the words you don't know and look them up in a language dictionary, go to sleep listening to english speaking tapes. Good Luck.

Try taking ESL (English as Second Language) classes at a community college, or any other places that offer this great program.
While you're taking those classes, watching American movies and reading books might help you speak English better and faster. Good luck to you!

Do you live in an English-speaking country? Or are you home in Mongolia? If you are here in the USA, many immigrants have learned by watching television, especially the news and soap operas (daytime dramas). If you are still home, order a good immersion language program.
