Try obedience training, try to do things that will build a friendship between them. Play with them together. And most importantly, don't treat the two dogs differently, because that may cause jealousy. That maybe the reason why the lab is attacking the pom. It is important to treat them alike, else you wont be able to solve this problem.
Till then be around when the 2 dogs play or interact, so that you can stop the the little dog be harassed. Also whenever the lab tries to hurt the pom, discipline him then and there.

Your dogs have decided that since here is no other pack leader, that they can rule themselves. their rule is 'Might Makes Right"
YOU have to take control as pack leader.
You can do this quite easily, but it is time consuming and requires Consistancy.
First of all..Pick up the food dish...don't ever put it down during this training period.
Your dogs will eat ONLY what you give them from your hand.
Put a leash on each of them (this keeps them submissive) If they become aggressive or pushy while you are feeding them, quickly, take the aggressor and put him in the other room, and ignore him while you feed the innocent one..Then, bring out the other (after only a few minutes) and try feeding them again.. every-time a squabble breaks out, take the offender to the other room for a time-out.
Be sure to serve up their normal amount of food before you begin, so that they get a good meal...
Your dogs will need to be fed twice per day..so that is why this method is time consuming...but, you are setting the ground rules that will help all the rest of their lives, so it is well worth it!
You will see an attitude difference in just a couple of days, and they should be under control, and not trying to control each other in about a week.
Dogs are even so much happier when they accept their owner as master.
You will see that they become more obedient, and try to butter up the boss.

The question I have is are they both females? Aggression in females in very common. Can be deadly. If they aren't both females, was the lab just playing or serious? If it was being aggressive the best thing is obediance training, but keep them seperated in the mean time. You need to get to the root of why the lab is acting aggressive. Dogs have an order and you have to be the pack leader, not one of the dogs. There is no simple answer here, you need to watch for any signs of aggression and keep them seperated for the sake of the tp. I am sorry to say, sometimes things just can't be worked out with some dogs and they need to be the only dog in the family.

Maybe building a little fence between the two dogs can help ease the problem. You should definitely separate them as soon as possible, for the lab might cause further abuse to your pomeranian. If you want to keep both dogs, keep them separated.
You can also seek professional help and train your lab, but that might take a while. In the mean time, again, keep them separated.

My husky/shepherd on night bit down on my toy poodles head. The tp growled and went towards the hs as she was trying to get comfy on our bed at night.
The second time - one week later - was Fourth of July weekend. Everyone in the village shot off bottle rockets, fie crackers, fire works.. etc. One bottle rocket went off just inches from the office window, where I am now.. the hs went to hide beneath the desk, and ran over the tp.. the little girl growled and yelped.. the hs pinned her down by her throat.
We now watch these girls, and try to keep a bit of distance between them.
Take your little one to the vet to be checked out. Not all damage can be seen from the surface.

You shouldn't have two dogs so different together! Next time it could be even worse. Seprate them, or get ride of one of them!

When this happens you should separate them tie them apart for one night or two if they don't listen water helps if there scared, throw water at them.

Separate them. If the attacking dog doesn't let go of your little Pom, spray him with water...he will let go.
