In Catholicism, the ordinary ministers of Baptism are the bishop, the priest and the deacon.
In case of necessity, anyone, even a non-baptized person, with the required intention, can baptize, by using the Trinitarian baptismal formula:
[name], I baptize you in the name of the Father, and of the Son, and of the Holy Spirit."

This is funny.. i'm 14 and i put this in a speech i have to make... Mathew 28:19-20 i believe: it was the Great Commision:
Go therefore and make disciples of all the nations baptizing them in the name of the Father, and of the Son, and of the Holy Ghost. Teach them to observe all things that i Have commanded you , I am with you always now and forever. Amen. This was what Christ said to the disciples. This is part of our Christian duty (according to the Bible anyway...but don't worry about baptizing others) . Any more q's: email me @

Jesus was talking to his apostles. And those apostles gave authority in Jesus' name to appoint new priests,etc. , etc.

The ones who have the authority have received it from God, any man can say I feel I need to preach the word. But for someone to say that God has Called me, (i.e. through Revelation or a Vision). There is only one Church that has that authority, The Church of JESUS CHRIST of Latter-Day Saints.
