No, tumor just means "mass" or "lump". They are classified into MALIGNANT tumors (cancer) and benign tumors. Benign tumors are masses that may grow or not, and rarely compromise your life.
Cancers, on the other hand, will kill you if you don't stop them, either by surgery, chemotherapy or radiotherapy.
But tumor is not synonymous with cancer. Malignant tumor is synonymous with cancer. And yes, if the tumor is cancerous, it DOES mean cancer!

Having a tumor doesnt always mean you have cancer. Like women who find lumps in their breasts. They dont always have breast cancer but it can turn into a cancerous source.
Skin growths on any part of your body are also considered 'tumors' because they are things that are grown on your body, but however.. sometimes they cannot affect you, but it is just better to get them removed.
