What should I do with it?

You really should try to find out if anyone in the neighborhood is missing a cat. It could be somebody's pet. If it's a stray you could keep it, that would be great (since it meows and everything!). If you can't keep it yourself, try to find a good home for it, or bring it to a cat rescue group.

For now, give it good care (proper food, lots of water and a clean litter box).
Check the neighbourhood to see if anybody has lost a pet. Maybe someone has posted a sign.
Take the cat to an animal shelter and see if it has been micro-chipped. They can scan the pet with a machine and if there is a micro-chip under the cat's skin, it will contain information that can be traced to find the owner. If no micro-ship exists, you could ask them what to do. Perhaps they will keep the cat in case someone comes to report it was missing, or they might offer other advice.

it could be because the cat is unfamilar with the environment and is meowing cause it is worried,
have u fed it?try feeding it ... are u intending to keep it? if u are.. grab some cloths and place it to make it like a bed and let the cat settle down.
another way is to let the cat roam the surroundings and letting it get used to it

duh it meows. maybe its hungry or thirsty or needs to pee. have you taken care of these needs? if it was just wandering around and you dont know that it is a stray (what is its body condition?does it look like it gets fed and groomed regularly?), it could be lost and wants out so it can find its way home. at least let the shelter know in case an owner comes looking for it.

Give it plenty of food and water, some affection, play with it, provide a litter box, take it to the vet for its shots, and have a lot of fun.

Look for its owner?--signs and/or put an ad in Lost and FOund.
Love it and treat it kindly, in the meanwhile.
If you can't do that, or don't want to,
then find someone who will.
