I always catch him looking at me and if I look back at him he looks away :) is that a sign of anything it happens like ALL THE TIME

Alright let's see... I'm assuming this guy isn't a huge jerk or just perverted in someway, but is actually a decent guy who probably wants a girlfriend. In that case, yes he probably has a huge crush on you lol. It's his gut reaction to be scared when you catch him so he looks away very quickly. But yes that's usually a sign that a guy has a big crush on you lol.

ok best way to test the like factor: you have to put yourself in a situation where he may show jelousy or give you preferential treatment. I suggest the treatment one because its less invasive. so you have to try to set up a issue where he would have to pick you to do or give something. this is if you know him. if this a statranger doing it then yes he does other wise he wouldnt look, unless you sit in the same place and then he may be just staring of in that general direction. try to test that if he looks at you no matter where you are then yes, if he doesnt then probably not. or ask thats direct

he probably likes you, but you should try talking to him. if hes still nervous and blushes a lot, then i bet he likes you. hes probably just the shy type.
