I want to open up my TV to try and work on it, but I have heard too many bad things about high voltage capacitors inside them. Can anyone tell me a way of safely discharging the capacitors inside so that I can then go probing around to my heart's content.

I cannot afford (and do not want) a new TV, and I know what capacitors look like. The TV in question is a CRT.

You need to take it to a repairman. Televisions can harbor over 65,000 volts (touch it and it will blow you out of your socks). I would tell you how to drain capacitors but there is no guarantee you would identify and drain all of them. Capacitors don't always look like capacitors.

If i was you i would just forget about. since you don't know what the cap values are within the set. The caps can discharge causing you injury or worse. Go to BEST BUY and get a new set and even better like a flat HD LCD Television.
