Yes, you can. There are few reasons to be carrying someone else's ID. Carrying it for a spouse or gf/bf is fine.

However, if you just have some random person's ID and they aren't aware of it, you could be charged with misappropriation of lost property, possession of stolen property, or attempted ID theft.

You didn't give any details as to why you have it. So, whether or not it is a criminal act depends on why and how you are is possession of the ID.

She can get another, don't let her fool you or make you panic.
She can report it as lost, which it was if your story's true, and it'll be replaced at little or no charge depending what form of ID it was.
No ones going to get into trouble if they aren't trying to use it. Just have her report it as lost. Maybe offer to pay half of replacement cost, even if it wasn't your fault, just to clear the air.
It's HER fault it was thrown away, it was HER ID, SHE should have kept track of it. And in the future, ask her often if she still has her ID to make sure it isn't lost again.

Not for possessing it, unless you stole it. I often carry my wife's ID when we go out so she doesn't need to bring along a purse. That is fine.

However, if you try to use it as though it were your ID then that is illegal.
