You could say how much you appreciate the dog and what a nice gesture it was, but that you have too much going on to be able to give it the care it needs. You could always put effort into finding a suitable adoptive home or a no-kill shelter for it rather than bringing it right to the pound, thus showing your boyfriend that you care about what happens to it.

If time is the issue but you'd like to keep the dog, you could always explain the situation and ask if he'd be willing to take a chunk of time to help you train it. If he says no, then clearly he can't be offended that YOU don't have time to care for it, either! :)

Be honest. Let him know that you think it was a very sweet gesture. However, you do not have time to properly care for the dog. In all honesty it is not good for you or the dog if you can't care for it.

Tell him that you appreciate the gift but it is too much of a responsibility for you right now. Ask if he would like to either keep the dog or help you find a home for it.

Some people think the truth is a scary thing. Try it. I think it is your best option.

Does he have a little brother or sister? Give the dog to them and claim you're spreading the love. Then pay off his brother or sister to make him care for the dog. Heh heh.

A relationship is nothing without trust and honesty. You need to tell him the truth. Its not that big of a deal. Just tell him you cant take care of it. Plain and simple.
