any federal law prohibits a business faxing advertisement to an other business without prior approval?

I'm not sure but I think that falls into the same catagory as unsolliceted phone sales. You better check with a buisness lawyer first.

No business appreciates it. It does not generate any new sales for them. I get stuff sent to me when I request it but unsolicited flyers get the circular file at my place of employment.
