I have Windows XP home edition, and I have an administrative and limited account. The admin can connect to the internet, while the user cannot...how can I set this up to allow it?

Its a dial-up connection, i forgot to mention. Also, I have tried setting up the admin on the other account and it connects, but I don't want it to be admin

I think answerers would need more info to get you the right answer....

Do you connect to the internet via a Router, direct through a DSL/Broadband modem?

Are you using a wireless network?

Are you using any other security software such as Firewall, or do you actually have a hardware firewall such as one running along within a Router or separate from it?

Without any other information; I would give a couple guesses right off the bat:

1) You have a software firewall running that does not allow users to automatically connect to the internet without authorization from the system administrator. If so, you need to make sure you configure the software firewall to allow the limited user to connect to the internet, and specify what type of communication (protocol) the user can have access to; e.g., HTTP, FTP, SMTP, etc... or what programs the user can have access to the internet through; e.g., Internet Explorer, Firefox, Outlook, etc.

2)I doubt you would have an external firewall/proxy hardware that would be used to connect multiple computers inside your network to the internet through a single router/modem. But if you do, then you need to make sure that you configure each and every user's Internet browser to know specifically what "Proxy Server" is used to connect to the internet (setting found in the "LAN Settings" dialog under the "Connections" tab of the Internet Explorer's settings).

Is the admin account the only one that is an admin?

try setting it up on all the other user accounts and see what happens.

well if you have dial up go to the Internet options and connections and make sure that it is on always dial a connection. But i don't now why it isn't connecting if it is wireless or DSL.
