As long as no one image or images from one particular magazine make up the bulk of the collage to be sold then it is perfectly legal as long as the piece is not printed out and is sold as an original. Collages have been around and hanging in museums for almost a century now.

The every mag/photog permission thing is both bs and absurd.

Depending on the news value of the pictures it could be worth contacting one of the big news agencies, such as Associated Press. They will sell and market the images on behalf of your friend and handle all the legal (rights issues, etc) aspects of selling and licensing images. Sure, they'll take a sizable cut of any sales they make but they have an established network so it will be easier and probably more profitable for your friend. Any if they're REALLY strange why limit to just U.S. magazines?

Totally prohibited, unless he gets consent from every single photagrapher/magazine. He may have re-arragned it, but it isn't legally his work, if the photos are copyrighted.
