As a breed they are cheerful, lively little dogs and I wouldn't describe them as vicious. I don't know what you mean by vicious; but they have 2 potential problems.
The first is they are small terrier type dogs, active and lively, and some people mistake puppy mouthing and play as 'viciousness'. The second is their coat, if it is not well maintained by the owner - and I don't mean dumping the dog at the groomers once a month, I mean it needs completely combing out every day - then knots and mats will form. This can make a dog bad tempered as it is in pain. If you want to know how it feels, get an elastic band and tie up a chunk of hair close to your scalp, after an hour or so you'll be grumpy, in a couple of hours you'll have a headache. Imagine living with the pain for weeks and months and you realise how poor care can cause behaviour problems.
Any dog can be a problem because of poor genes - there most certainly are bad dogs, not just bad owners. But its most often down to lack of early experience as a pup, and poor handling. If you are thinking of getting one, go to puppy training classes before you even get the pup and watch; then take the pup. You'll both learn a lot.

My big white boxer (who is a complete male) used to get beaten up every morning by a little Bichon Friese. It looked like a ball of fluff until it got right up to him, then turned into whirling ball of teeth and claws - like a tasmanian devil!
It got so bad I had to change the place I took him in the mornings because the elderly man who owned it coud not control it!
My dog could have just picked it up and shaken it but instead chose to run away! Oddly enough, he is not normally this much of a wimp! If it had been a staffy he would have been straight in there!!!
They are probably not all like that though!

Not that I am aware of. However any dog can be vicious depending on how it was/is raised.
The Bichons that I have been around were always affectionate.

Most small dogs are nippy and have attitudes - at least those that aren't socialized properly. A lot of people think that small dogs don't need socializing - but they need it as much as other dogs.
Any dog can be vicious if not properly trained and socialized.

No, but they think they are. The ones in my neighborhood, and their pomeranian buddies, run wild and are always attacking my dogs and then they get an attitude adjustment every time, while their owners start screaming in fear. Gimme a break, I have corgis!

Bichon's are normally loving little dogs, to give love they need to be loved.

My cousin has one and she dont like strangers but spend 30 mins or so with her and she will love you to death and will freak out when you leave they arent very trusting at first but they are really good dogs

all dogs can be vicious if they are badly treated or trained to be, but no, not unless they have to be, keep them well socialised with other dogs and they shouldn't be.
