Tell him straight up, "You're a nice guy, but I'm really not interested." That's all it takes. Dancing around the subject or playing games just causes more pain and frustration for you both. And a lot of guys don't understand the "ignore" routine. If they are chasing a prize, they can be kinda thick. Thre's no reason to be mean to the poor guy. Just tell him.

Hmmm.... what do you really *want*?
If he's insecure (many guys are) and you're attracted to him, then don't act attracted. If you're not attracted, act like you are and it will usually drive him away.
If that fails (i.e. you are cute), tell him all about the baby names you've picked out, the wedding plans, and what clothes he'll be wearing from now on. Should that fail, you will have to roll out the nuclear option. Tell him about the, um, "unmentionable feminine hygiene problems" you've been having. Embellish details and/or diseases as needed. He will probably be too embarrassed to repeat this to anyone, and you will be rid of him in no time.
Of course, all of this assumes he's not "crazy in love" with a crush on you. If that's the case, it might take a week or two of this for him to get the picture.

Ignore him. Don't answer his calls. If you see him, act annoyed as if he is scum. Give him a mean look. Wait, are you attracted and just playing hard to get? If so, ignore him just a little but not too much. Wait a day to call him back or two if he had you waiting for his call. If you see him, act nonchalant like he doesn't affect you but don't play too long or too hard because he may become disinterested.
