I am wondering if my friend in another state could safely return to Oregon to visit me, or would they get screwed at the border?!

I have heard they last for 7 years, but haven't found anything to prove this...

Warrants never expire. All a judge has to do is reissue them. What border are you talking about?

The state border doesn't matter. And again warrants don't expire. They have an expiration date, but judges just reissue them with new dates. I've seen misdemeanor warrants over twenty years old.

The only way he will get arrested is if he gets contacted by the police for something. It would be a bummer if he came to see you and got into an accident. Even if it wasn't his fault, his name would get run and the warrant would be discovered. Why doesn't he just get it taken care of instead of having to look over his shoulder all of the time?

once a warrant has been issued, they never expire. there is no statute of Limitations on warrants. They can be arrested or detained in any one of the contiguous states, which would then contact the agency that issued the warrant, and ask for directions on what to do with the detained person. If the county wishes to, they can have the person held in custody for extradition, or even take money for cost of fine and court cost. Usually, unless it is within a couple hundred miles, county warrants do not extradite.

A warrant will last until it is taken care of. usually you will have to pay a fine which would be the amount owed which you can take care of at the court house that the warrant was entered. If you don't do it that way then you have the chance of getting arrested and then having to pay the fine.

no, warrants will stay active forever. Some cities and counties do plurge minor warrants at some point but do not have to.
