I used to do translations for the staff judge advocate (service people who needed legal docs translated) and the price is set by the person doing the translation. The military doesn't do translations per se. They rely on people within the military community to help out. I used to charge very little, but then times have changed.
Back in the days I used to charge 15-30 dollars for a couple of pages, but I'm sure you won't get it that cheap anymore. Most people charge on the basis of number of words and level of difficulty (if it's technical you pay more). The JAG will notarize the translated doc for free though.
